Our Bargaining Agreement—also known as our Contract or Memorandum of Understanding (MOU)—is far more than words on a page. It is the foundation of your rights and protections at work, and it defines the obligations of the employer to ensure fair and equitable treatment for all HBPSA members.
Within it are the agreements that govern your evaluation process, transfer and reassignment rights, workload expectations, and placement on the salary schedule. Each article represents the progress made through collective action—the result of generations of HBPSA members who have stood together at the bargaining table to secure and strengthen these provisions.
Our contract reflects the values and dedication of our members: a shared commitment to professionalism, equity, and the belief that when we advocate for ourselves, we also enhance the supports available to students and families.
2023-2025 Contract
A Memorandum of Understanding or MOU is a formal written agreement between two or more parties. The MOUs between the District and HBPSA define additional rights at work and the obligations of the District. MOUs cover issues such as your start and end date for the school year and are meant to establish a framework for collaboration and partnership.
HBPSA’s ByLaws are the guiding framework that ensure our association operates in a fair, transparent, and democratic manner. They are designed to guarantee that every member’s voice is represented and that the actions of HBPSA reflect our shared values of equity, collaboration, and accountability.
